Grand Theft Auto 6 is approaching its November 19 release, and a detailed report published on October 15 has shed new light on Rockstar Games’ biggest project. The report examines the game’s budget, lengthy development, evolving scope, tone and technical ambitions without revealing major story or online details.

For Australian players following the project, these are the seven most significant details currently available. You can also follow more arcade and gaming news from RETROCADE.

1. GTA 6 is not a $1.5 billion game

Rockstar did not disclose a precise production budget. However, Jennifer Kolbe, the company’s head of publishing, rejected the popular claim that the game cost more than the $1.5 billion required to build Dubai’s Burj Khalifa.

Even without that rumoured figure, the report describes GTA 6 as the most expensive game ever made. That assessment is based on the enormous workforce involved and the number of years the project has remained in development.

2. Red Dead Redemption 2 delayed the sequel

Although Grand Theft Auto 5 launched in 2013 on PlayStation 3 and Xbox 360, Rockstar did not immediately move its full attention to the next game. The studio originally intended to develop GTA 6 alongside Red Dead Redemption 2.

As the western expanded, development lead Rob Nelson concluded that it needed most of Rockstar, including senior leadership. That decision pushed GTA 6 back by several years. The sequel became the studio’s main priority only after Red Dead Redemption 2 was released.

Across its eight-year development period, GTA 6 was delayed twice. Nelson also described a difficult stage as “a dark period”, when the team had not yet settled on the project’s direction.

3. Rockstar has grown while the industry contracts

Rockstar faced widespread criticism in 2018 over reports of late nights and weekend work during production of Red Dead Redemption 2. Further reporting on the studio’s labour practices is available in this investigation into Rockstar’s work culture.

The company had 2,441 employees spread across 12 offices in 2018. It now has approximately 4,711 workers, making Rockstar considerably larger than its direct competitors. The expansion appears to be part of an effort to handle the project’s scale while addressing problems associated with earlier productions.

4. The tone is closer to Red Dead Redemption 2 than GTA 5

The report suggests that GTA 6 aims for a middle ground between the grounded storytelling of Red Dead Redemption 2 and the more exaggerated comedy of GTA 5. The western delivered a nuanced narrative and a strong focus on realism, sometimes at the expense of pure fun.

The new game will still contain the outrageous criminal behaviour associated with the series, but it also wants players to care about Jason and Lucia, the Bonnie-and-Clyde-inspired central duo. Despite online discussion about cocaine use and nudity, the narrative is being shaped as a prestige television-style crime story.

5. Project Americas was once much larger

An early codename for GTA 6 was Project Americas. The name reflected an initial plan to include large areas across both North and South America, a detail explored in this background on Project Americas.

That ambition was later reduced. The game’s setting was narrowed to Miami and its surrounding areas, returning the series to the Vice City region rather than attempting to recreate an entire continent.

6. The game uses traditional game-development AI

The relationship between Jason and Lucia is central to the game, and allowing the pair to operate together required complex artificial-intelligence systems. In this context, AI means the programmed systems and scripts that control characters, non-player behaviour and game mechanics—not generative tools such as ChatGPT.

Rockstar spent years developing a system in which the couple’s relationship can change according to the player’s choices. Nelson acknowledged that the approach brought understandable uncertainty, but the team ultimately decided that the game’s story required Jason and Lucia to function as a genuine couple.

7. NPC complexity caused at least one delay

After the first official reveal in 2023, Rockstar’s leadership recognised that the game’s non-player characters would require substantially more time and staff than originally forecast. Their individual behaviour patterns created development projections that Nelson described as “horrifying”.

Phil Hooker, the head of development, said the team could have met the existing schedule, but doing so would have meant releasing a game that fell short of the intended vision. Rockstar therefore changed the date so that more areas and systems could be completed properly.

What these details suggest

The available information points to an unusually large production shaped by competing priorities: a more realistic story, two closely connected protagonists, detailed NPC behaviour and a world that was scaled back from its original continental concept.

For players considering how to enjoy driving-heavy games at home, RETROCADE’s racing simulators offer a dedicated alternative to playing on a standard television. A practical arcade-machine buying guide can also help when comparing space, controls and display options.
