Microsoft’s new Xbox leadership is considering a significant change to its platform strategy. A survey sent to selected Xbox Insiders reportedly asks how players would respond if future releases in Fallout, The Elder Scrolls and Minecraft became unavailable on competing consoles.

The proposal follows major changes across Microsoft’s gaming division, including thousands of job cuts, studio reshuffles and studio divestments. The company has also confirmed Xbox console exclusivity for projects such as Gears of War: E-Day. However, the survey reflects possible plans rather than a confirmed policy.
Windows Central reports that the questions were shown to “a subset of Xbox users on the Insider Program”. They appear designed to measure purchasing and playing habits if Microsoft changes its approach to exclusives.

Xbox survey tests possible future exclusives
One question asks participants to imagine that every future Fallout release becomes exclusive to Xbox consoles. Existing games would remain on their current platforms, while the scenario says PC availability would not change.
Imagine it was announced that all future title releases in the Fallout franchise will be console-exclusive to Xbox and no longer available on PlayStation or Nintendo. Existing Fallout titles would remain available where they are today. Nothing changes on PC with this announcement.
Under this scenario, which of the following best describes where you are most likely to play any of this new exclusive content?
The possible responses included:
- Playing on an Xbox already owned
- Buying a new Xbox Series X or Series S
- Playing on a PC
- Skipping the games because they would be unavailable on the preferred console
- Selecting another option and providing details
- Not playing because the exclusive content is not of interest
A second scenario considers making every Xbox-developed franchise, except Call of Duty, exclusive to Xbox consoles. That proposal includes Minecraft, which currently appears on Nintendo Switch, Nintendo Switch 2, PlayStation 4, PlayStation 5, Android, iOS, Linux and Mac.
For Australian gamers planning a dedicated setup, platform changes are a useful reminder to check compatibility before choosing an arcade machine buying guide. Players looking for a compact option can also compare bartop arcade cabinets.

Why Call of Duty appears to be excluded
The proposed plan appears to leave Call of Duty outside the exclusivity question because of Microsoft’s 2023 agreement with Nintendo, Nvidia and Sony. The 10-year deal formed part of the regulatory process surrounding Microsoft’s $68 billion acquisition of Activision Blizzard.
The agreement guarantees that Call of Duty will remain available across multiple platforms. It does not provide the same protection for every other Activision Blizzard franchise.
Potential impact on Bethesda’s future
If Microsoft pursued the reported strategy, announced games such as The Elder Scrolls 6 and Fallout 5 could be affected. Bethesda Softworks has historically released its major series across a broad selection of systems. The Elder Scrolls 5: Skyrim, for example, has appeared on many platforms, including a Nintendo Switch 2 version released in 2025, 15 years after the role-playing game first launched.
Xbox chief content officer Matt Booty and CEO Asha Sharma told employees in April that the division would reassess its approach to exclusivity, release windows and artificial intelligence. That review follows news that Forza Horizon 6 will not reach PlayStation 5 until 2027, despite its timed Xbox exclusivity, and the formation of Xbox Labs, a group associated with AI-focused projects.

For home arcade enthusiasts, the broader hardware question is equally relevant: a cabinet’s software, controls and display should suit the games you expect to play. RETROCADE’s arcade machines cover a range of cabinet formats, while DIY arcade kits offer another route for custom projects.
For now, the survey suggests that Microsoft is testing player reactions rather than announcing that Fallout, The Elder Scrolls or Minecraft will leave competing platforms. Any final decision would need to balance console sales, software reach and the long-term value of Xbox’s largest franchises.
